Chicago City Hall is owed billions of dollars in uncollected debt

Mountain of debt: The city of Chicago is owed more than $6.4 billion in unpaid fees, fines and other debts that have piled up since 1990, according to a Sun-Times analysis. The delinquent payments include $2.9 billion in outstanding administrative hearing debt, more than $2.3 billion in old driving tickets, and roughly $723 million in unpaid water bills.

No big windfall is coming: Mayor Brandon Johnson’s city comptroller acknowledges that most of that money is unlikely to ever be collected. But with budget troubles expected to get worse, officials agree more should be done to boost the city’s collections. “If city operations are running so ineffectively as to leave enormous amounts of money on the table, then the city’s failing to meet its basic obligations ... in the service of Chicagoans,” said the city’s Inspector General Deborah Witzburg.

Tracking debtors down: The main recovery targets are “relatively recent scofflaws who owe the city a lot of money and have the means but are skirting responsibility,” city Comptroller Chasse Rehwinkel says. Such debtors — who likely number in the hundreds — are “mostly not from Chicago” and own properties that have racked up debt while the owners have taken advantage of legal mechanisms and loopholes “to skirt responsibility,” according to Rehwinkel, who won’t name names with city lawsuits pending.

Don’t forget the winter parking ban: A whopping 263 vehicles were towed Friday as Chicago’s annual winter parking ban went into effect. That’s an increase from last year, when 242 cars were towed on the first day of the seasonal parking rule.
Former Supreme Court Justice Sandra Day O’Connor dies: The former justice, an unwavering voice of moderate conservatism and the first woman to serve on the nation’s highest court, died Friday in Phoenix. She was 93.

From a vintage library robot to characters straight out of a Shel Silverstein book, Nick Yokanovich’s thigh tattoos spark a sense of nostalgia with a black-and-white comic book style.

“I loved reading comic books and cartoons as a kid,” says Yokanovich, 26, of Lake View. “I thought it was such a cool way to read. It felt almost like cheating.”

One of the tattoos comes from a book almost every elementary school kid has flipped through: Chicago-born Silverstein’s “Where the Sidewalk Ends.”

Yokanovich, who’s now a writer for a technology company, was teaching Silverstein to high school students at ChiArts when he decided to get the tattoo.

“Reading those poems as an adult, one of them will be about forgetting to wear pants, and the next page will be about the absence of absolutes in human behavior or something like that,” Yokanovich says. “To see that kind of sincerity that is both fun and demonstrative of the complexities of human experience is really cool.”

The 2023 Chicago Marathon will take place Oct. 8, with 47,000 runners making their way through the city, from 35th Street to Sheridan Road.

Whether you’re heading out early to cheer from the sidelines or supporting from the comfort of your couch, here’s what to know about the annual event.

When is the race?

Each race group has a specific start time when they will take off from Grant Park.

Men’s Marathon wheelchair: 7:20 a.m.

Women’s Marathon wheelchair: 7:21 a.m.

Marathon handcycle: 7:23 a.m.

Marathon Wave 1 (red): 7:30 a.m.

Marathon Wave 2 (blue): 8 a.m.

Marathon Wave 3 (orange): 8:35 a.m.

Spectator access to Grant Park begins: 9:30 a.m.

The course

The start and finish line areas are in Grant Park on Columbus Drive. The course goes north to Sheridan Road, west to Damen Avenue and south to 35th Street.

Can I watch from the start and finish lines?

Start and finish line areas will only be open to registered participants, event staff and ticketed guests. Most spectators will have to cheer on along the route and meet runners after the race in designated areas in Grant Park.

The East Side Viewing Area is a ticketed zone where spectators can watch as runners cross the finish line. Ticketed guests will enter Grant Park at Michigan Avenue and 11th Street. Guests must pass through a security screening and present a ticket in exchange for a wristband to enter the area. Tickets are currently sold out.

Where can I cheer runners on along the route?

Spectators can cheer on runners along the 26.2-mile route throughout the city. Run clubs, nonprofit organizations, businesses, neighborhood associations and international groups also organize cheer zones where they encourage runners as a group.

Bank of America also has designated cheer zones, including a Shamrock Shuffle cheer zone in Lincoln Park; the mile-13.1 halfway cheer zone near Chicago’s West Side; the Charity Block Party at mile-15 near Whitney Young High School and others.

Chicago Marathon street closures, transit service changes begin this week

How can I watch or listen from home?

NBC 5 Chicago, Telemundo Chicago and TeleXitos will provide complete live TV coverage and live streaming of the marathon from 7 a.m. - 11 a.m. The coverage will also be available on the NBC 5 and Telemundo Chicago apps, and on the stations’ Roku and Apple TV channels, from 7 a.m. – 3 p.m.

On radio, 670 The Score will provide live coverage of the race from 7 a.m. to 11 a.m.

How can I track a particular runner?

The Bank of America Chicago Marathon app allows viewers to track individual participants. It’s available to download on Apple and Android devices, under the name “ChiMarathon.”

Where, when does the race end?

The finish line is at the south end of Grant Park. Elite runners are expected to cross first at about 9:30 a.m. All runners must finish within 6 ½ hours, which is about a 15-minute mile pace.

How can I find a runner after the race?

The post-race party and designated runner reunite area of Grant Park will open to spectators at 9:30 a.m.

To access the park, spectators must pass through security and bag screening at either the entrance on Jackson Drive and Michigan Avenue or the entrance on Ida B. Wells Drive and Michigan Avenue.

What’s the best way to avoid the course?

Public transit is the easiest way to get around and avoid road closings. Various L trains and buses can get you near Grant Park and around the course. The CTA will be providing extra race-day L and bus service.

When do I have to move my parked car from the course?

Any cars parked along the course will be towed starting at 1 a.m. Sunday.

Illinois passed a law that eliminated the use of cash bail that goes into effect next week as part of the SAFE-T Act. Under the law judges could no longer require people to pay money in order to leave jail while they await trial.

Chicago’s Friday Morning Swim Club is canceled amid park district dispute

Days after hundreds showed up to an “unofficial” version of the popular Friday Morning Swim Club at Montrose Harbor, organizers announced Tuesday there will be no more official dips this summer season.

“We will not host any additional swims this summer due to last Friday’s events and the complex communication that is happening between the Chicago Park District and the city,” organizers said in a video posted Tuesday on the club’s Instagram account.

The group will instead host other free events throughout the rest of the season, which they said would be announced later.

“What happened last Friday isn’t what we envisioned for swim club, ever,” organizer Andrew Glatt said in the video.

Police were called Friday to the 4400 block of North DuSable Lake Shore Drive and found the group was “gathered peacefully,” but officers remained to monitor.

Glatt said he and co-founder Nicole Novotny were told there were “multiple park district employees, CPD officers seeking out people specifically with swim club gear threatening to arrest them, or myself and Nicole had we been there.”

The Chicago Park District didn’t respond to questions about officers’ handling of the Aug. 25 event. The Chicago Police Department didn’t immediately respond to requests for comment.

A park district spokesperson said Tuesday that a permit application still hadn’t been submitted for the event, “nor has any intention to do so been made clear by the organizers.”

“The Park District works with promoters to try to issue permits that meet the goals of the promoters but that do not pose a threat to the safety of event participants and allow an appropriate and responsible use of public property,” the park district said in a statement. “The first step in initiating the permit process is to submit an application.”

Park district officials previously said they approached organizers of the swim club about getting the event permitted in July but never heard back from them.

Novotny previously said organizers looked into getting a permit but didn’t apply for one because the harbor where the club takes place isn’t listed in the permit application.

Friday Morning Swim Club canceled, but hundreds show up — with police monitoring

Sierra Lewis, 25, said she had been to the morning event about 10 times. When she showed up to the unofficial Aug. 25 swim, she said the mood was “eerie.”

She spotted a security vehicle as she made her way over to the harbor, where police officers were stationed. When she and her friends eventually jumped in, she said they only stayed in the water for about five minutes.

“We just weren’t feeling like it was a good place to be; it felt kind of like something might happen, and of course, nothing did, luckily,” Lewis said. “It was just very different, a lot more feeling like you have eyes on you, and you’re doing something wrong.”

Lewis said she and her friends jumped a bit farther north from where the main group was gathered Friday, and officers didn’t approach her.

As Friday Morning Swim Club grows, so do safety concerns

Friday Morning Swim Club started in 2021 as eight friends meeting up at Montrose Harbor every Friday morning to swim and catch up before the weekend. That summer, the club grew to around 700 people through word of mouth.

During the 2023 season, the club attracted over 3,000 swimmers each Friday, thanks in part to viral videos of the meet-up on social media. Mayor Brandon Johnson and the city’s tourism agency shouted out the club in now-deleted posts.

Lifeguards and water safety experts have expressed concerns about the club, which meets in an area that isn’t monitored by lifeguards and relies on unapproved floatation devices that have been banned by the park district.

Lewis said she hopes the club can return next season with more of an emphasis on safety.

“I think the community the organizers created is really beautiful, and I would love to see that continued in some way, shape or form,” Lewis said.

Lollapalooza is back — but you don’t have to brave the crowds downtown to catch some of the sets.

Hulu will stream the Chicago music festival to all its subscribers from Thursday through Sunday beginning at 1 p.m. CT each afternoon across two channels. A full streaming schedule for all four days — which is subject to change — is included here.

Hulu subscribers don’t have to pay anything extra, and those who aren’t signed up already can get a free trial. To watch, virtual concertgoers can go to the Hulu home screen or go to the search bar and type in, “Lollapalooza.”

Lollapalooza 2023 headliners: Who’s performing, set list predictions

What’s the catch? You have to watch it live. Hulu is streaming the music festival as a live-only event and will not have clips of the performances after they air.

Kicking off their live lineup schedule Thursday will be performances by Bad Neighbors on Channel 1 and Carola on Channel 2 at 1:05 p.m. CT. Headliners this year include Billie Eilish, Karol G, Kendrick Lamar, The 1975, Tomorrow X Together, Odesza, Pusha T, Lana Del Rey and Red Hot Chili Peppers.

Hulu will regularly update its main Lollapalooza page throughout the weekend with the streaming times based on each time zone, so keep an eye out for any changes or updates.

Lollapalooza starts up Thursday, and in the festival’s tradition, a stacked list of aftershows at some of Chicago’s music venues are set to run throughout the week.

If you’re ready to stay up late past the main event, you can see sets from artists performing at the festival all around the city, from Thalia Hall in Pilsen to Schubas Tavern in Lake View.

While many aftershows including Carly Rae Jepsen, 30 Seconds to Mars and Sabrina Carpenter are already sold out, here’s a few that you can check out around town that still have tickets available:

Fall Out Boy performs inside Wrigley Field on Wednesday night, during the Chicago kickoff of its So Much For (Tour) Dust tour.

Didn’t get a ticket to Fall Out Boy at Wrigley Field last night? Didn’t matter. You probably still heard them — if you live somewhere nearby on the North Side.

The rock group stopped in Chicago on Wednesday night for a hometown show to kick off its its So Much For (Tour) Dust tour.

The overall sentiment: This is the loudest concert Wrigley’s ever had. Whether that’s true or not, people in Lake View, Ravenswood, North Center, Roscoe Village, Bucktown and Lincoln Park claimed they could hear it from right outside the field to several miles away.

Not everyone was excited for the free concert from afar, making it clear the noise, though ending before midnight, was not welcome.

Based on the neighborhood chatter, you likely could’ve pulled out a chair on your sidewalk and had a free Fall Out Boy experience.

With a 26-song setlist featuring plenty of cuts from recent album “So Much (For) Stardust” — alongside some deeper cuts like “Headfirst Slide Into Cooperstown on a Bad Bet,” the live debut of “G.I.N.A.S.F.S.” and covers of tracks by Journey and Ozzy Osbourne — the group played for an hour and forty minutes, in line with Wrigley’s hard 11 p.m. cut-off on weeknights.

At certain points during the show, loud booms were heard from the field because of fireworks going off with the music. Some neighbors were checking their weather apps thinking a thunderstorm was incoming.

Whether we can expect the summer concert series at Wrigley to be a repeat of Wednesday night’s show, the Wrigleyville/Lake View area may be in for a loud summer.
